XLIFF is a format for documents. "Projects" typically contain documents, but also other resources such as TM’s, terminology, segmentation rules etc. These cannot be embedded in XLIFF files (XLIFF was not designed for that purpose), which is why "projects" are usually ZIP files (often with another extension).
