Post title: CAT tools compiled in high-level programming languages
The fastest software is compiled in Assembler or something relatively low-level like C or C++. Unfortunately, CAT tools are not necessarily the wonders of cutting-edge technology that translation agencies' marketing makes them out to be. Where your CAT was complied in Visual Basic(!) or something like that, performance can be far from stellar.
Depending on the configuration of your PC — including how old it is, basically — it may be possible to replace your processor with something faster without spending too much money. Or add some RAM if large files are the problem.
Keyboard lag can be reduced by using a keyboard with an old PS/2 port rather than the modern standard USB.
